High Power Electromagnetic (HPEM) Core Technology Competency Lead, United States Air Force Research Laboratory
Mr. Robert Torres is the High Power Electromagnetic (HPEM) Core Technology Competency Lead that provides strategic guidance to the HPEM Division based on the warfighter needs/priorities and other external inputs.  Assess capability gaps/needs, identify material solutions, identify transition paths, and define Science and Technology roadmaps and investment strategy. Mr. Torres was the AFRL Program Manager for the Counter-electronics High Power Microwave Advanced Missile Project (CHAMP) Joint Capabilities Technology Demonstration (JCTD) program with responsibility for the entirety of all development, integration, test, and analysis of the CHAMP High Power Microwave (HPM) weapon system. As the CHAMP Program Manager, he defined, led, and effectively managed this challenging, innovative, and complex technical system integration effort that successfully demonstrated the capability of HPM technology in a missile weapon system.  As the Transition Program Manager he led a team of military, government and contractor personnel tasked with designing, developing, integrating, demonstrating HPEM technology to the warfighter.  He developed and maintained relationships with Program Offices, Combatant Commands, and Air Combat Command in an effort to transition HPEM systems. 
Mr. Torres received a B.S.E.E. and M.S.E.E. degrees from the University of New Mexico in 1986 and 1995 respectively.  He entered federal civil service in 1983 and has served in a variety of engineering and senior technical management positions within the Air Force Research laboratory system and the Army’s Big Crow Program Office.  He joined the Phillips Laboratory, now Air Force Research Laboratory, Directed Energy Directorate (AFRL/RD), Kirtland AFB, NM, in 1991. He is also a senior member of IEEE, an EMP Fellow, and a member of the Association of Old Crows.
