Phil Brooker was appointed as the Programme & Technical Director of the GCAP International Government Organisation (GIGO) in April 2025. In his capacity, his responsibilities include but are not limited to the delivery of the GCAP within the allocated performance, cost and time envelope of the GCAP Agency.

Prior to GIGO, Phil has over 20 years’ experience of Air operations, acquisition, and sustainment in support of a myriad of Air Platforms, most recently F-35, Typhoon, E-7, and A400M.  Latterly, he has been a Portfolio and Technical Director within UK’s Defence Equipment & Support agency delivering complex, high-value capital programmes, capability enhancements and sustainment solutions for the Royal Air in politically, militarily, and commercially demanding environments in the US, Europe and Middle East.  Equally, in partnership with industry, he has have developed and delivered complex and agile sustainment solutions that underpin the Royal Air Force’s ability to sustain current and future operations.
